The Former President's Progressive Alarm Misses The Continent's True Threat: Technological Stagnation.

Donald Trump's national security strategy offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an existential risk to the continent's identity. Yet, this perspective rests on a serious misinterpretation of the situation. The actual challenge facing the EU is not societal but technological and economic lag.

The Stark Economic Divide Between the US and Europe

Statistics reveal a stark picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% increase for the EU. Over this time, EU GDP per capita fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than major European economies like France and Italy.

Today, roughly 50% of the global top fifty tech companies are American, while a mere four are European.

The Technological Shortfall: The Core Problem

The growing disparity is driven by superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have grown into companies valued at over ten billion dollars, versus only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Experts widely agree it is largely a two-horse race involving the US and China, with European nations starting at a clear handicap.

Underlying Factors of Europe's Innovation Gap

A number of key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for financing new ventures. The EU still lacks a true unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have begun to advance substantial change. Notable analyses on EU competitiveness and the single market point to the necessity of sweeping reforms.

With the right policies and rule changes, these assets could support much higher levels of business-led breakthroughs.

The continent retains considerable strengths: high-quality human capital, top-tier education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements could unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still significantly boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
