The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Significant resources is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been deployed to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its favour.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
